yes with the primer (or tickler) button, you are making the carb flood over (which is what it's supposed to do).
when you push the button, you are lowering the float level, opening the needle & seat, and allowing moree gas into the carb.
The theory is that the extra gas makes it easier to start because some of the extra gas ends up in the cylinder. Chain saws, weedeaters and leaf blowers all have a primer button and it's the same principle.
you should only have to push the primer button 1-2 times on cold start up, but sometimes you won't even need to push it.
I normally never have to push it to restart my engine after it's been warmed up and shut off.
I have a 66 triumph 650 bonneville with dual amal carbs and each carb has a tickler button, so the tickler or primer button is old technology, but it works.
