I'm afraid that budget limits you to a 2 stroke China motor. Both 2 stroke and 4 stroke motors have advantages, but the 2 stroke is more affordable.
The China girl 2 stroke has a built in 4:1 gear reduction. Most 4 stroke motors have no gear reduction, so you must buy a a separate reduction gearbox or a CVT setup.
Hot rodding a 2 stroke is relatively simple and inexpensive. You can gain a lot of power with an aftermarket exhaust. Hot rodding a four stroke usually involves bigger valves and a reground camshaft.
They are both great motors, but I think your budget dictates that you get started with a 2 stroke.
