Accidents will happen and people will be injured and some may die. Everything we do has some inherent risk. While you don't expect to die hopping in your car and going a few miles down the road to the quickie mart, it is possible. We don't ban automobiles because of it. As mentioned, people get injured or killed on non-motorized bikes every day - it would be ridiculous to require licensing, insurance and registration for a pedal bicycle, wouldn't it?
You're probably right, unfortunately todays societies attitudes probably don't agree. The attitudes and mores seem to go from overly lenient to overly strict in cycles. It may not be right, but it is the law, or at least the interpretation of it, and if we don't follow the dictates, we are considered a criminal. I even ran in hallways carrying a pointed scissors. It was accepted. In an attempt to protect us from ourselves, all this has changed. Is it a good thing, or a bad thing, I don't know either, but it definitely cramps my style.
