Carburetor Problem

I have a chinagirl motorized bike with a NT carburetor and I could not get it to idle down. Apparently there was an air leak where the carb neck entered the head intake tube. The only way I could fix this was to use gasket cement on the connection then tighten the compression clamp over this. Now I cannot get it to start at all. Cleaned the plug but not even a putt-putt. Any suggestion are appreciated.
 
Remove the drain screw in the bottom of float bowl, to see if you've got fuel. If not, the float is stuck, or the valve at the tank is not flowing. Good luck, these things can be baffling sometimes.

Could you not have used an o-ring up against the inside lip, or the inside step in the carburettor body, where the intake tube fits into the carburettor?
 
Simple first thing to try:
Pull your plug out, shut the fuel off, and pedal the bike around the block with clutch out to blow out an pool of fuel in you engine case, this happens more than you would think and this one simple thing fixes it with no harm.
