Carburetor pin with 3 notches? Which notch is ideal?

So there's 3 slots for the pin that goes in my carburetor on my 2 stoke engine.right now I have the c-ring on the highest notch.my engine keeps stalling so I'm wondering which notch I should move the pin 2?my current spark plug has alot of oil on it.is this oil fouling?too much air?.I'm not sure I'm a noob".my engine fires right up but doesn't take gas when I give it.the engine just stalls within 15-20 seconds.all of this happened after I hit a pothole and it died I restarted it and heard a loud pop and that was it.any help would suffice thanks.
 
Possibly to lean but the wet plug throws me off. I know my engine ran a lot better when I put a leaner or smaller jet in my carb but someone a little more experienced can probably offer you better help. Maybe when you hit the pothole it threw off your float level as well, I'm not sure. I do know that the highest notch on the needle is the leanest and the lower you go towards the point of the needle = more rich.

U should check for a vacuum leak at your carb make sure it's tight
