Hello Ted, do yourself a favor, goto a Local Bike Shop AKA "LBS" and see in person that the Kendas are Skin Walls! I do not believe that these are safe on ANY bike! IF you can get a tire with a good solid sidewall, then go for it!
If you look at Motorcycle,and Moped tires, they all have good strong sidewalls.

The new 2009 Whizzer NER...does it come with the Kendas???I am afirm beliver in good bolona...Do not have a whizzer but will be lookin at one the end of the month at a dealer in Sarasota Florida..Building a HT Shwinn Delmar now..LOOKING for info on this new whizzer that is not already on the internet...thanks
