99 vs 2004 any advantages

found a guy selling a 1999 with 250 miles for $650 and a 2004 for $700 any advantage on the 04 vs the 99 not sure of the miles yet on the 04.
do these require a license in washington state? I am totaly new to these things but have always thought they were cool.

The 1999 through 2004 Whizzers were all powered by the WC-1 engine, so there is no real advantage in one versus the other, reliability-wise. Both will need conversion to NE configuration to avoid the engine becoming an expensive paperweight. This thread has some more info: http://www.motoredbikes.com/showthread.php?t=19844

Regarding the Washington part of the question, I'll defer to some of our members in that neck of the woods for that answer. Bill Green might have that answer.
