Are there government programs to help you buy a motorized bike?

Are there any programs that offer any kind of incentives or discounts for making it easier to buy an electric assist or gas assist bicycle?

I thought I read somewhere that some government agency was offering tax incentives. I don't even know where to start looking for information about this.
