carb leak?

It appears that I have fuel leaking from the primer but I'm not sure. Also, when I turn off the engine do I need to close the valve on the bottom of the gas tank?

yep, when engine is off, turn tank/fuel valve off as engine will flood. I'm not sure what to do about the leaking primer. someone else may know the answer to that question.
