Carb problem i think

I have a problem with my carb on wot it seem like it runs outta gas or something it hits a top speed of about 27 mph then it flutters like its not getting enough fuel and drops down to about 24 or 23 mph. does anyone have any idea of what causes this??? i was wondering if its the float level or maybe the main jet size is to small.. i was told the pin position on the carb slide will not effect the top end rpm.. so before i take it apart and make any changes i would like some help in the form of advise from someone that has more experience with the stock nt carb and or troubleshooting the problems of a 2-stroke.. i figure it might save me some headaches
 
fuel starvation, check for kinks in the fuel line or a clogged fuel filter. also try riding with your gas cap off
 
could be due to excess vibration that makes fuel foam in the bowl - a too-long intake can do that & a loose motor mount will also do it
