Clutch Clutch lever arm movement

Hi all, I've searched around but i can't quite figure this out. Putting together my first kit and i just have a question about this clutch lever arm. It doesn't move inward past parallel to the housing. It will swing out towards the pedals but not in. Also, the gear connected to the chain is very hard to rotate. I imagine these two are connected. Any advice would be greatly appreciated.

Hi Seth.
It takes a fair bit of oomph to push in the lever and disengage the clutch. Just push a bit harder.

Wow, I wish all "fixes" were this easy. Thanks Steve, a little more pressure did the trick. It's my first engine and I guess I'm just afraid of breaking things, haha.
