Clutch problem

hi I need help my clutch will not engage I'm stuck into gear I tried tightning the cable and also tightning and loosening the flower nut and nothing is happening this is a brand new 80cc motor and my fourth build and I can't get it to freely roll any suggestions

Spring behind the clutch plate/ flower nut might be stuck .get a flat head and try to move it off
