Chain Tensioner Cool Idea for a chain tensioner from Craig's List

I saw this post on craig's list and didn't think much of it until I saw the pictures at the bottom. I've also copied them here because CL will delete the ad eventually. Sorry about the crappy picture quality but, that's how they were in the original post on CL.

What is the necessity of a tensioner on the top (pull) run of the chain?

The top one acts like a guide to stop the chain swinging sideways into the tyre or frame. The top of the chain goes loose when backing off, starting or running downhill with the clutch in. (My frame has lost a little paint from this.)
