Getting first post out of the way

I built a bike last fall. The frame broke when i was forced into a pothole by some idiot in a car while traveling @ 30mph. Plan on building a new one this summer. I live in Durham NC.

Centrifugal Clutch

By the way can anyone tell me what a Centrifugal Clutch does? I think that it allows you to get rid of the clutch lever but i just want to be sure.
