Laws in florida

I had a call from a prior customer that said he was stopped by the local sheriff's dept....he says they told him even an electric bike now required a driver licnese..the cop said the law became effective Aug 1st.....any info on this???
 
The law has not changed..

"(2) BICYCLE.Every vehicle propelled solely by human power, and every motorized bicycle propelled by a combination of human power and an electric helper motor capable of propelling the vehicle at a speed of not more than 20 miles per hour on level ground."

That is from the 2014 state laws.
So he was told INCORRECTLY, that it's anything other than a bicycle.
Was he riding in the road or riding on the sidewalk?
Was he going faster than 20?
Did he have the pedals attached?
Etc, etc...
What was the context in which he was told this?
