New to site.. Need info for Giant Suede E

Great site... I bought a used Giant Suede E for my wife with an extracycle attached to it..She plans on using it to make trips to the grocery and figured it really help her stay in shape.. It has an issue with the electronics. When the motor wires are attached to the plug running back to the battery, the front wheel becomes very hard to turn ( almost feels like your riding with the front brake on )and almost cannot be peddled. The motor/front wheel has been replaced but did not remedy the situation. The battery shows that it is fully charged. Has anyone encountered this or can anyone tell me how to test for the real problem. Thanks for any input..... Rick
