Carby Partially open throttle - is this normal?

I connected my throttle cable to the carb last night and the "barrel" in the carb does not fully seat when off the throttle. Is is supposed to be slightly open like this when off the throttle?

Yes, that's normal. While you're there, make sure the groove in the slide is centered on the pin in the side of the bore. I see you got the "speed" carb, excellent choice!
