replacement clutch shaft too small

i ordered a clutch shaft with the spring and mandrel and upon assembly could only get one woodruff key in(on the sprocket side). their wasnt enough space on the other side for the other one. (clutch gear/wheel) is their an adjustment im missing?

There is adjustment you can turn the spring retainer in(more tension)to get more room on shaft.

i realized it fit without the crankcase gasket. weird.
