Hello,

Here is a picture of where the problem is: http://i.imgur.com/OH4yTUY.jpg

It is leaking where the screw is. The screw is tight as possible and it still leaks so I took it completely off and screwed it back in and it is still leaking. The washer seems a little too big for the screw but that shouldn't be a problem should it? Because if the screw is tight then it would be pressing down on the washer anyway.

So If anyone could help me troubleshoot that would be excellent.
Thanks!

many times the casting there isn't flat - I usually take out the screw and file the area around the hole a bit to make the place where the washer seats as flat as possible - if all else fails, one can put a small o-ring there

That's the bowl drain, drain fuel after riding in rain to purge out water , or prior to extended storage. A piece of thread wound around bolt should do it. Other cures ;
Rubber washer or O ring, Fiber Washer [ best ] Teflon tape Gas tank leak sealer [ aka Sniffin' glue ] Those carbs are so cheap [ to buy ] that a spare is a good investment
