Ohio has similar rules to PA. I have a Staton inside drive unit with Robin/Subaru 35cc engine with a red milk crate cover on my bike. I lined the sides and back with a white foam board, and left the front top and bottom open. I also bent a piece of 1/2 inch tubing at 90 degrees and tack welded it to the exhaust so it points straight down through the open bottom. I even stretched some bungee cords over it so it looks like the carton is being held onto a rack. Sorry, don't have any pics just yet. The inside drive design is perfect for this because the whole unit is centered over the rear wheel-no offset engine to try to hide.
