Chains tightning the chain?

hello im new everyone my chain to my motorized bike has broken on me. i brought a new one & i cut some of the chain down
to even it out. i cant tight in the top part of the chain but the bottom part will tight in up. i also have a spring chain tentioner and when i spin the wheel forward it will tight in the bottom part of the chain but the top will be loose. Any steps or advice will help?

Your chain is too long....remove links.....proably two. then try it
