I have a vintage Whizzer H engine on a Columbia frame. I am having trouble getting the belts to slip when I pull the clutch handle to loosen the belts. I am wondering if both belts should slip, or maybe just the rear belt? Even though I am using the complete travel of the handle, the engine still stalls when I apply the brake while the bike is on the stand running.

    Any suggestions are appreciated.

The small belt will slip at the flywheel. If new belt you will need to get it broke in.

I was looking at your photo. I think you have too much slack in cable. Mine the cable run under the bottom of the frame. It help to take up the slack.

Even in your youtube I can see that the cable need slack remove. Run the cable under the botton bracket. Adj the cable bracket down just untill the clutch move the bump the bracket up. Plus add cable holder clips to hold it better.
