What kind of frame should i use for a Cafe Racer look. Are there any specific brands that I should be looking at?

get an old 24" schwinn fastback 5 speed, or an old schwinn manta ray.
if you are going for the cafe racer look, the bike should be small and low to the ground. going with a 24" frame with 24" wheels would be better looking that trying to use a 26" frame with 26" wheels. plus, you can't beat the look of an old schwinn fastback or manta ray frame.....in my opinion anyway.
