Don't know but at least they are tossing options out there for people who want to be legal and ride these bikes, having an actual avenue to make it all good and dandy is nice. Consider yourself lucky that your state took the initiative to make money off an untapped market and by doing so gave you a bit of peace of mind knowing you won't have to deal with frumpy police if you don't want to.
 
Agreed but I currently live in GA but if I take my bike I know what to do
 
These new legal classifications were enacted into law in January, 2016. If there is any group to blame it would be ABATE, a group of touring motorcyclists who have plenty of money to spend on expensive motorcycles. Their participation was key and it worked hard to serve its interests.

It's not too bad a deal, really. $37 one time fee. Put a bright light in it. No legal worries , ever after.
