I own a 34cc Two-Stroke chainsaw engine that i am not currently using, and figured I might as well put it on a bike. My first question - is 34cc's enough to get the bike up to a good speed? I'm 6-foot and around 160 pounds, if that helps. I also want to mount the engine in a way that, if I run out of gas or if the engine fails, I can still be able to pedal. Any help with these questions is greatly appreciated.

Speed is related closely to what gearing you will be using (sprocket size and teeth count). You could realisticly get 30mph if geared correctly.
A chainsaw, to my knowledge, already has a centrifugal clutch built into it, so pedaling seperate and having it run the bike would work out for you.
As Stude said, do searching on the forums here for friction drive, that would be the easiest way to set this up. I believe there are several posts here relating to this topic.

The reason I want it to be chain powered is because I hear that friction drives can slip and don't transfer power as efficiently as chain drives; feel free to inform me If what I have heard is right or wrong. Thirty mph is a good speed for what I have in mind. Thanks.
