What kind are you referring to???

A 2 stroke weedwacker type engine, or a horizontal shaft engine?

Yes, it has been done, not legal anywhere unless titled as a motorcycle of some sort, though.

cheapest way to get more speed?
go to a smaller rear sprocket, but you will lose torque on the take off.
an expansion chamber is a big plus, along with a high flow air filter.
milling the head will give you more compression and more power.
Nitrous oxide is also a cheap way to go fast, but it will only give you the speed when you use it, and you can not use it all the time.
