Your Whizzer appears to have a "J" engine, which would place the engine having been made between May of 1948 and September of 1949.
What is really unusual is the custom exhaust manifold and the twin echo pipes. This is the first vintage Whizzer I've seen with twin exhausts (I've seen some custom jobs with twin exhausts - including a twin-engined Whizzer). The fender light and rear rack light appear to be from a Schwinn Phantom. Overall, a very nice looking bike that nearly caused my keyboard to short out (due to the drool pool).

I was thinking it was 48 or newer but the previous owner said 47. The gas tank is not embossed, just smooth. Its a nice bike but I don't know how original it is. I thought all the 40's Whizzers were a dark red or maroon color?

Look on the engine by the oil drain plug. The serial number will start with an H or J. The J came after the H.

engine is stamped H-81556. Does that make it 47 or48?

I'm on the phone with Quenton Guenther (one of the top Whizzer gurus) as I type this, and by the serial number you have a late 1946 or 47 "H" model engine. The controls are from the later "J" engine. The rest of the bike has a mix of later year features, such as the "easy glide" clutch arm and the tank graphic is a design that was used 1951-on. The rack is a later design but the frame looks like the correct Schwinn S-4 (made for the Whizzer engine). The engine is all correct, but the aftermarket exhaust is "Model 52" twin pipe made by Richards Cycle Company of Chicago, which came out in 1952. Everything is all correct, but not specific to one particular year.

WOW! what a wealth of info. Sure glad I found this forum. Love my new'old Whizzer. Now I know some things are not original but I'm gonna leave it alone. OK I would like to have an embossed gas tank some where down the road.

The embosssed gas tank is actually a later example than the one you have. The one you have is correct if it is flat-sided, but it has the later graphic applied. To exactly match your engine it would need to be pewter in color and have the decal graphics on top and both sides. But I think what you have looks great, I wouldn't touch it.
The sticky controls might be a very easy fix. Loosen the screw that clamps it to the handlebar and move the control about 1/8" outwards if you can. It just sounds like the twist grip is binding against the end of the handlebar.
The saddle is unlike any I've seen before, but it has a very vintage look to it. The long travel springs indicate it might be a very comfortable saddle, and that would be an important consideration.

got the throttle fixed! Cable had a slight kink and there was some hardened grease at the handlebar end. Smooth as silk now.
