Right now this time of year eBay is a good bet for a low priced starter set-up. Wait for the right auction and for around $125 or so shipped.

On how to put it together. Some of the advertizers have the best guides on that.
The instructions that come with the bike are lacking to say the least.

My old roommate is actually selling his 66cc Golden Eagle for 125$ (shipping included). Look up the motor and let me know if you'd be interested! He's still got his invoice showing when it was bought, and his price tag of 170 or so.

It's new and never installed, he just lost his medical insurance and needs the cash for his meds.
