So I'm trying to put together all the parts I need so i can make the Schwinn chopper build easier.

Its become obvious to me that the schwinn doesnt have the braking power needed for it to be safe, so im looking to add disc brakes to at least one wheel.

I'm trying to find an adapter of sorts, but my bike knowledge isnt up to par enough for me to feel comfortable making a decision about this!

would that item work for the rear or front wheels or both?
If anyone has any idea what this thing is and if its applicable, please let me know!

That part that you are showing is the mount for the disk brake caliper only.
You would have to bolt that adapter to the frame (this is made for frames or forks that were not equipped with disk brakes originally). that part mounts to the frame or forks, and then the disk brake caliper mounts to it.
the hard part would be mounting the actual disk to the hub.
you have to have hubs that will accept the disk, and these hubs have a flange machined into them which allow you to mount the disk to the hub with 6 screws.
you could get a 24" mountain bike front wheel that has a hub with this flange machined into it, but i have no idea how common something like that is. I don't recall seeing many 24" mountain bikes with disk brakes.
this is what a disk brake hub looks like. the disk bolts to the flange with 6 screws.

you could get a disk brake hub and have it re-laced to the o.c.c. front wheel.
I don't t hink there's a way to put a disk brake on the rear of an o.c.c. because of the wider hub that they have.
you would have to do the same thing...either find an o.c.c. back rim that has the hub with the disk brake flange, or find a hub that could be laced onto the o.c.c. rim, but i don't think anyone makes a hub that wide that is disk brake ready.
you would probably have to spend a couple hundred $$ to put a disk brake on the front of an o.c.c.
you would need the bracket that you show, a disk brake caliper, brake pads, a hub that you can bolt the disk to, the actual disk, brake cable and a brake lever (but as long as you are using a manual disk set up and not a hydrolic set up, a standard cable and brake lever will work.).
and then, you'd have to hope that you can make it all work.
it's not as simple as just bolting a disk and a caliper to the bike.

#1 buy disk brake compatiable hub
# 2 lace to occ wheel
# 3 buy disk brake rotor and caliper
#4 MAKE a mount so that it will work on your bike

easy way..add disk brake rotor to the jackshaft

Some OCC came with front brakes. I bought one on craigs list for $20.
Center pull, not disc. Works great and was an easy fork swap.

being he asked about DISK brakes how does this help him??

24 hole hub= 24 spokes i DOUBT that your occ wheel is just 24 spokes

so regardless of how many holes are in it, do they all have roughly the same dimensions? would the one i have come out and a disc brake capable one slip in?
