So I am doing my first bike build with a nirve beach cruiser. What would be the best bet for reliability and a 40mph top speed with an all around hearing on an EZM Qmatic tranny?

Building your very first bike from scratch is not easy or cheap.
I'd suggest you build a 49cc 4-stroke kit like a 7G first to see what's involved.
All the parts in the box work together and designed to be put on a bike.

I waited until I had built several bikes and accumulated all the other parts needed to build from scratch before I built this Harbor Freight 79cc Predator 4-stroke direct drive with a Q-matic on a 29" Micargi Fatal Love.

You need to make a base plate, get a rear sprocket, throttle, gas tank, tensioner, and make an exhaust system.
You will also have to devise your own throttle attachment as these engines have a manual throttle on them.

It can be done obviously, and with the 29" wheels it does over 35mph, just be warned that it's not really a project for a begineer.
