Can anyone tell me is this hub designed to have a sprocket on each side? Looks like it is but I think maybe it's just so you can flip the wheel for different gearing on your fixie ? Anyone know

Yes it is designed to be flipped, or flopped to use different gearing, with a tensioner or horizontal track mounts (aka, rear facing dropouts).
There are "bi-drive" bmx hubs that take an opposite thread freewheel on the left and regular freewheel on the right, (such as on the Spesh' 415 pro that now languishes in my bike room lol); but these are 14mm axle x 110 OLD only, as they are designed for street/ramp freestyle: the right drive being used for weird lefty clockwise rotating riders and the left drive for the right handed majority who prefer anticlockwise rotation, so the chain/drive parts don't get ground down when doing grinds.
Bearings are a little closer to the centreline in these bi-drive hubs so they are less durable than single side (left or right) drive hubs. I believe this is why no one makes them anymore.
Endless Sphere mentions a Station Inc bi-drive 135 OLD hub (there is a link but it's from 2009 so I guess it's goggle for it)
