Loose Powder Coat Inside Tank

I ordered a 3.5 liter gas tank from Bikeberry, and upon getting it I realized that there's black dust (from what I presume to be a poorly done powder coat) inside the tank. I'm scared to run this tank at the moment because I don't want this stuff ruining my engine.

Should I wash out the tank, or do you think my fuel filter will catch all this? I'm not sure if it's the entire inside of the tank that's affected, or if it's just the top. I have a spare fuel filter, so I'm not scared of ruining one to clean all this stuff out.

wash it out with gas. whatever is left will be caught by the filter
