Spare_Parts basically nailed it.
Its my favorite frame for the price since its cheap, looks killer, and is crazy comfortable. Wheelbase is ~1" longer than a standard cruiser and the comfy seat sits nice and low. Tons of room for both 2stroke or 4stroke builds without running into carb or head clearance issues (although the choke on a 4stroke setup will come close to frame and is a bit of a pain to use).
On the down side, you first have to check if its steel or aluminum(you want the steel one), the wheels are TERRIBLE, and at higher speeds the front fork isn't very stable. I notice it gets a bit sketchy around 40mph. For the low price though you get a relatively strong frame with great geometry, a super comfortable seat, wide tires, and some long raised bars. Swap the wheels ASAP, remove at least the front fender, and if you plan a performance build throw a triple tree fork on it.
