When my handle is locked in place (so that the clutch should be disengaged) it's still partially engaged, and it will kill the motor. But at the same time, when I let the clutch handle all the way out, the clutch is slipping a bit and it makes it very hard to start it, because it just slips and won't turn over the motor that well. What can I do to fix this, it's a brand new kit too, so the pads should be fine...

I had the same problem. My clutch lining was covered in an oily film from the factory. Spray off your clutch lining with brake cleaner. Spray all of your clutch parts with brake cleaner. That will fix it.
