Better check the actual weight of item, and that is postage for a letter. An item in a letter has a different fee. It might only be $3 tho.

Pretty sure it's about the weight, gaskets are light like a letter I'd guess

Yea I know, I sent a coin to the US from Canada, letter size envelope, it cost $4. It's because there is something inside other than paper, border security checks everything too. If there is something undeclared it gets sent back to sender.

Oh really? Didn't know they check if it's something solid inside
 
If you can find a thin sheet of aluminum, that will work for making a gasket too, just trace your old gasket. It will cut with a sharp pointy knife.

Isn't the problem the cylinder tho? The old gasket even if its a bit beaten up/bend it should make good contact one torqued down, no?

I read somewhere to use sand paper on the cylinder head and cylinder to flatten them out, some people say I won't even need a gasket if done well

That will work, I've used them over. Hammered them flat, sanded them down, greased them up and used them again. Yes the issue is the head, both the head and the top of the cylinder has to be flat.

BTW how does your alluminium gasket look like? I see many people have flat alluminium gaskets, but mine has a "step"
 
After they are used there will be a step around the inside because it has been compressed.
If you have nothing else use the old one again.
