Should I buy this moped?

I found an awesome moped near me for $3500 obo. I looked it up and it is worth $770-$4515 from poor to excellent condition. He claims it kicks over (engine not seized) and has spark (good points) in the ad. Doesn't say if it runs or not. Thinking about calling to see if it runs or not. Parts are rare, there were only 116 of these made in 1968.

It's the Italian made 1968 Harley-Davidson M-65 65cc 2 stroke. Should I?
That's pretty cool, there's a guy here selling the engine alone for 1k !

It's bill of sale, no title. It's a 65cc 3 speed rated at 4.5 hp new, so should do 50-60 mph.
I was thinking about lowballing at $1800, but you think $1500 is fair? Pretty sure it would draw a crowd at motorcycle shows, being a mostly unknown HD.
No title, I'd give no more than a grand. The process to get the title is a pain the Uranus.

Yeah, here in CA. a 10 year 883 goes for $3K-$5K all day and their not a basket case, but good running reliable bikes

Big metric 10 year old Cruisers go for the same price
Pfft, 883 has or the ones I know of have 38 hp. My 440 has 43 hp @8500-8700 rpms. I used to race my buddy while he was on his 883. They can take me off the line, but at top end I walk right by like they ain't moving. These old kaws don't mind being pushed past redline a little. They were build like the Japanese built their war stuff, tough, made to last forever in the worst of the worst. 883 may have a bit more torque, but this old Kaw will take 'em at half the displacement. lol

edit: I'm talking old carb ones, not the newer efi, I don't know what those do. Ain't raced one. I know my 440 will take a vrod on a windy road, not on open highway though. lol

Older model 883 47hp Newer 883 51 hp
Has a rev limiter so it can't rev past 6,800 rpm and damage the engine
Top speed of 105 mph
1/4 mile @68mph

1982 Kawasaki 440 27hp @ 7,000 rpm
Top speed 97mph
1/4 mile @?

Idk where you got your numbers at, my bike spins to 9500 rpms, peak hp at 85-8700 at 42.8 . 1982 Kawasaki 440 ltd, 443 cc engine

No rev limiter, all factory. Tach goes to 11k rpms. You'll float valves before you ever spin this engine apart. It's built tough as nails.

Your info is incorrect. The 400's have 38 hp. I had one of those too.

edit: sorry 92-9300 is redline

Oh and I know they will do 123mph, I wish I had the speed trap ticket my buddy gave me with it. The original owner was a drag racer. Bought the bike for his kid. His kid didn't want a Kaw, he wanted a Harley.

The 400's and the 440's are almost identical. Just the jug and head are different. I always wanted a 750 twin, torque monsters.

Edit 2: I'm not saying I'm going to take it up to 123. I've had it to 110, they were yelling 110 at me, and I had more to go. The down side on these, 6th is an overdrive like gear. You really have to push 5th an slam into 6th to kep it going, otherwise it will drop down to about 80-85 and just cruise all nice and smooth.

The factory Ltd and night hawk had restricted carbs and I took it off and put on a set from a 78 454 which was the only difference... and it doubled the power...
