Just in case there isn't an update date .

To drive any motorized bicycle such as a moped on the public streets, you must have a valid driver license. A motorized bicycle is defined as any twowheeled or three-wheeled device having an automatic transmission and a motor with a cylinder capacity of not more than 50 cubic centimeters, which produces less than three gross brake horsepower, and is capable of propelling the device at a maximum speed of not more than 30 miles per hour on level ground.

Equipment Required on Mopeds and Bicycles:
You do not have to register your moped or bicycle and it does not have to be inspected.
However, Missouri law requires certain equipment on mopeds and bicycles.
Brakes — Your brakes must be able to stop you within 25 feet when traveling ten mph.
Lights and Reflectors — The number of bicycle-auto crashes rises dramatically between sunset and sunrise. Almost all such crashes can be prevented with proper bicycle lights and reflectors.
You must have the following lights and reflectors when riding your bicycle from ½ hour after sunset until ½ hour before sunrise: • A White Light on the front of your bicycle or carried by you that other drivers can see from 500 feet.
• A Rear Red Reflector, at least two square inches, or a Rear Red Light that drivers can see when reflected by their vehicles’ low beam headlights at 600 feet.
• Reflective Material or Lights on the pedals, crank arms, shoes, or lower legs that drivers can see when reflected by their vehicles’ low beam headlights at 200 feet. • Reflective Material and/or Lights on Each Side of the Bicycle or bicyclist that drivers can see when reflected by their vehicles’ low beam headlights at 300 feet. This does not apply to mopeds that comply with the National Highway Traffic Safety Administration Regulations.

Scooters and Mini Cycles:​

Scooters and motorized bicycles have been advertised as toys, but unless you have a driver's license, they are illegal to operate on public streets and highways.
Many of today's trendy scooters––gas or electric––qualify as motorized bicycles, and Missouri law explicitly prohibits the operation of a motorized bicycle on a public street unless the driver holds a valid license to operate a motor vehicle. (307.195.1, RSMo.) Operating motorized bicycles on interstate highways is also prohibited. (307.195.2, RSMo.)
No helmet is required for the operator of the motorized bicycle, but it is recommended, and the motorized bicycle is not required to be licensed. A motorized bicycle is, “Any two-wheeled or three-wheeled device having an automatic transmission and a motor with a cylinder capacity of not more than 50 cubic centimeters, which produces less than three gross brake horsepower, and is capable of propelling the device at a maximum speed of not more than 30 miles per hour on level ground.” (Sections 301.130 and 307.180.2, RSMo.)
The electric equivalency to 50cc is 2237.1 watts of power. Therefore, any motorized bicycle or scooter (gas or electric), which does not meet the specifications above, is classified as a motorcycle and the rider and cycle must be licensed as such.

Could someone clarify this for me ???...It appears to be two totally diametrically opposed statements...Either you must be licensed in Missouri, or a license is not required to ride a motorised bicycle...It can't be both ways, its one or the other.

If in the second part, they are speaking of vehicle registration, then it is not clearly written to mean registration when it uses the word, "licensed"

I really dislike a "copy and paste" job that not only contradicts itself but does not have the posters comment to go along with it since it appears to be saying two different things at the same time.

This is one of the worst pieces of "legalese" I have seen written about motorised bicycles, even the definition of what a motorised bicycle is or isn't is far from clearly stated here as well.

You need a drivers license but you don't need a motorcycle endorsement on your license. No registration or license plates necessary.
