While most of those laws are crazy, remember that even in the U.S., at least in AZ, motorized bikes were never intended to be able to go faster than pedal bikes. They are called "motor assisted" bikes here. The only difference between them and pedal bikes is that you don't have to pedal, which has alway been my only interest in motorized bikes. If I want to go faster, I'll just ride a motorcycle.

Every state has it's own regulations which adds to the complication as well. Then there is the matter of how strict they are in enforcing said laws. My state basically says no more than 50cc with a maximum of 2hp and a top speed of 30mph with the pedals still installed and functional - but don't have to be used to propel the bike. No requirements for markings on the engine are stated and most officers don't really care anyway as long as you aren't doing something stupid. Other than that it's just the same laws that apply to all bicycles. My Phantom 85 is technically not legal but there is no way of knowing that just by looking at it and most cops I have talked to - and asked directly about it - you can tell aren't that concerned about an extra 35cc anyway.

In my State of New Mexico, the law here is that they are still considered to be just bicycles...They do not even specify a cc size, just as long as it is on a bicycle frame and you follow all the common sense laws of bicycles...lol.

This is all it says about motorised bikes here...lol.

Motorized Bicycles are not considered to be mopeds or motorcycles.

By current MVD practice, motorized bicycles are considered to be bicycles (not mopeds or motorcycles) and are not subject to the titling and registration requirements of the Motor Vehicle Code.
