Won't start

look at the pic below...there are 5 grooves on the needle, I need to know in which direction your counting from, it makes a huge difference.
From the top of the needle as you will see in the pic, the top is the leanest setting and going down the needle which is on the right, will be the richest setting...Now tell me which slot it is in counting them down from topmost of the needle, working your way down.

Are you saying it is in the middle notch???

Not all needles have 5 notches, some speed carbs only have 4 notches on the needle.
 
I would check for spark before you mess with the carb too much. Pull the plug, place it back in the boot, rest it on top of the engine and roll the bike with the clutch out.
 
At first had no spark and replaced the cdi coil.
Now I have spark and it still won't start

I was taking his word for it that he had already chased down any spark problem and eliminated that from possibility.

The only thing I didn't ask him yet was if he threw out that junk Chinese Z4 or Z8 spark plug that comes with these kits and replaced it with an NGK-BR6HS spark plug gapped at .025 thousandths yet since you and I both know what junk the Z series plugs are and how problematic they have been in the past...lol...I never even try them out anymore myself, I just chuck them in the trash where they belong and replace them with the NGK plug...lol.

Yea it is 3rd from the flat end

I have spark. Already changed out the cdi coil because there was no spark

I do still have the cheap plug. Could a cheap spark plug make it do nothing?
