I'm in CA, the bikes are registered as mopeds. To do this you must fill out and send in Reg 230 ----> https://www.dmv.ca.gov/portal/dmv/?1dmy&urile=wcm:path:/dmv_content_en/dmv/forms/reg/reg230
The cost is $21, no inspections or renewals or stickers needed, it is good for the life of the bike.

Are those brake lights or just bicycle lights on the back or just reflectors? In pa it’s strict I think need all the crap that a scooter has or something then there’s vin or something did they make you prove you bought the bike and stuff?

I didn't have to prove anything about the bikes. The bikes are not supposed to go over 30mph however both of my bikes go over that but, meh, who is going to know? There are no inspections required here, I used the serial number of the bicycles as VIN numbers.
