GPS speedometer's aren't very accurate; a wired bicycle computer would be much better. 36 kph is around 22.4 mph meaning on 26" tires using a 10\44 the engine is turning 5225 rpm. In order for the same setup to go 60 kph which is around 37.3 mph the engine would have to be turning 8700 rpm.
Without doing some performance mods to the engine you aren't going to hit 8700 rpm. If you don't have hills and you're a small person you could try getting a smaller rear sprocket. This forum can teach you how to mod your engine for more speed.
