Yea. It depends on the bulbs. They will say their rating. I use a regulator with the Milwaukee batteries, mostly for accessory power outlet, otherwise I would go for the higher voltage.
Some of the modern LED bulbs have an internal regulator. Input voltage voltage is from 9 to 30 volts, so if you have the right bulbs voltage shouldn't be an issue.
