1950 Whizzer Pacemaker starting issue.

Hello all. I just purchased a 1950 Whizzer Pacemaker. It appears as if it is a complete bike, however, after going through all of the components on the Whizzer, I added new oil and fuel and cannot get the engine to fire up. Upon opening the fuel petcock and peddling the Whizzer I notice that the flywheel and attached belt are not turning, therefore the engine is not turning over and the rear wheel does not turn either. The drive belt appears to be tight enough though. Any help with this situation will be appreciated? Thanks, Ralph

IDK take the S/P out, take the primary belt off and turn the flywheel with your hand to see if the engine turns over

If not, pop off the RH side cover Take the cam out and see if you can turn the crank
This will tell you if the valves are stuck or the crank/piston is stuck

Nice bike. To clarify, you are pedaling the bike on the stand and the pedals turn and the chain turns, but the rear wheel does not turn? Not sure that is what you are saying but "peddling the Whizzer.....,.........and the rear wheel does not turn either."
 
Thank you all for your responses and ideas. After reviewing your replies, I peddled the Whizzer again and it appears as if the inner portion of the rear hub is freewheeling, as the rear wheel does not revolve, only the pully on the chain, or right side, spins. I also can turn the flywheel and the rear wheel turns, as well. I am no expert, however, there seems to be lots of resistance, or high compression while turning the flywheel, however, there is no binding. The same goes on while attempting to turn the rear wheel, by hand, there is a lot of resistance, but a smooth turning of the crankshaft.

Looks like you need to disassemble and inspect the rear hub

If the wheel doesn't turn when pedaling there's something broken or missing in the hub assembly
