1950 Whizzer Pacemaker starting issue.

Hello all. I just purchased a 1950 Whizzer Pacemaker. It appears as if it is a complete bike, however, after going through all of the components on the Whizzer, I added new oil and fuel and cannot get the engine to fire up. Upon opening the fuel petcock and peddling the Whizzer I notice that the flywheel and attached belt are not turning, therefore the engine is not turning over and the rear wheel does not turn either. The drive belt appears to be tight enough though. Any help with this situation will be appreciated? Thanks, Ralph

After further investigation, it appears that the rear brake shoes may be locked against the brake drum. At this point, I have not taken the rear hub off the Whizzer. Is it possible to adjust the rear brake shoes externally from the rear brake drum? If not, then, I will need to remove the rear wheel and open the rear brake to make that adjustment, Is that correct? Thanks in advance for your suggestions.
