I am thinking of converting my 2-stroke OCC chopper to a 4-stroke. I might do a 79cc or 98cc build. My rear wheel has a 415 sprocket and chain. I see that these go cart engines use centrifugal clutches with sprockets to turn the chain. The smallest I can find is a clutch for 420. Can I use (my existing) 415 or (new) 420 chain on this setup? thanks

4 is the pitch, or the distance between teeth and the last two are the width of the teeth. While not the best for long term health of chain and sprockets, you can go over the width within reason but never under. I dare you to make 408 chain fit on 418 sprockets. That'd be one hell of a press fit.

Those clutches should work for 40 and 41 chain too. But they should fit a 415 chain alright. They are only 10 to 14 teeth.
