53cc throttle stop

The 53cc engine from an eBay kit came with a small plate on top of the carb that stops the throttle plate from opening more than about half way. Easy to remove, held on by one screw. I'm curious if all the 53cc engines have the throttle stop, and why?
 
Which plate are you referring to? The L plate that rests against the idle adjustment screw is needed to adjust the idle.

It's missing on that carb. Top right of the casting, raised part with threads, it attaches there. It's an L shaped piece of steel that stops the throttle from opening more than half way.
 
That might be a governor designed for a pump or something? Restrict the rpms? What do others think? Black jet is the idle jet circuit, what it's called. If that gets even a little plugged or oring leaking it will sputter and run like crap. Increasing the throttle rpm will be spotty.........if you move the throttle all the way to the stop does the butterfly open up 180deg in the carb throat?

That's exactly what it is and completely removable.
