The top of the bowl needs to be as level to the ground as you can get it... The hole needs to be plugged it's making it run lean... Not good for it and the boost doesn't work anyway

What bowl are you speaking of? The carb? that's probably why the engine is running to fast? Ill tape it

That intake Manifold came out of the kit.. So i got the other one to try to "upgrade" it....not knowing how the angle would effect everything

Put that back on your good.. use a new gasket

The carb angle affects how much fuel is in the float bowl, with too much angle the float will top out before the bowl is full. This will lead to a lean running or not running situation.

Put that back on your good.. use a new gasket
