I would say it is easier with a dremel, you only cut the port from the top of the intake for a short distance, if you use a drill press you either will cut below the port for no reason or will have to have a strange angle to cut from with a dimensionally incorrect port. It will probably take longer to set up and align the drill (and longer if you have limiters to prevent movement above and below 2 points and a long shank bit that can be positioned next to the cylinder wall without cutting into it) than it would to pick up a dremel and cut the cylinder by hand, I'm talking like 15 seconds tops if you already have the dremel plugged in with a bit in it.
