Does anyone know whether or not it is legal to have a >200W motor attached to your bike but not running?

Obviously it is legal to use the engine on private property, but what about riding the bike on the road with the engine off?

No it is not legal.

****, if it was I could get away with using a >200W up the hills with no cops around. That's all I really want it for, getting up hills; I have no intention of paying nearly double for a 200W restricted nor do I have any intention of paying an enormous amount for an electric.
