Yea in the owners manual it had numbers for ohms resistance on those three wires and it was supposed to be a different reading for black to red and black to white. But mine has the same reading for both so I’m not sure if they just had it wrong in the instructions or if they messed up when they put the magneto on
Most of us don't bother. I guess if you really wanted to try you could attempt to modify one by adding rare earth magnets pressed into the body at the perimeter on each end, but it likely won't result in too much to talk about. Or, if you somehow have access to an insanely strong magnet you could try to increase the magnetism of the steel directly. More windings on the coils and more coils in parallel will do far more for output than a stronger magnet.
The idea behind it is to create a current that can be used to run a light or lighting system. The issue is, it's not strong enough to do much of anything useful.

Will the white wire charge a small 12v battery to run lights if so what kind of diodes would I need

No, you need one of those little generators that run on the tire. The little coil barely makes enough power for the CDI.
